CATTLE MOVEMENT (CONTROL) BILL

In consideration of the menace of cattle herdsmen to the security and well-being of the populace, especially given the vulnerability of Enugu North Senatorial District, being the border/transit zone between the Northern part of the Country and the South, and in further view of the attacks on communities by cattle herdsmen in Enugu North, the bill seeks to control the movement of cattle by requiring that cattle can only be moved by vehicular means.

It criminalizes the indiscriminate straying, roaming, wandering, grazing or feeding of cattle on people’s farms or lands. It places the responsibility of designating places for keeping, preservation, management, feeding and sale of cattle on the Governor of the State. As at the last count, about 40 Senators have contacted Senator Utazi to be co-sponsors of this important bill.
